A day in your life as a Consumer Compliance Manager
The Consumer Compliance Manager, under the direction of the Chief Compliance Officer, is responsible for enhancing and proactively managing the Consumer Compliance Program and the Community Reinvestment Act (CRA) Program for the Bank.  Ensures business units compliance with applicable laws, regulations, regulatory requirements and Bank policies and procedures, including but not limited to those related to Fair Banking, Anti-Money Laundering laws and regulations, Bank Secrecy Act and USA PATRIOT Act.

  • Oversees the Banks Consumer Compliance Program.  Develops and maintains an entity-wide Consumer Compliance Risk Assessment that identifies and measures regulatory consumer compliance risks, assesses the key controls, and addresses gaps in risk management.  Develops and maintains the Banks formal Consumer Compliance Program for annual review and approval by executive management and the Audit & Risk Committee.  Directs the overall consumer compliance monitoring program and schedule.  Oversees the Banks quarterly monitoring assessment process, the tracking of identified compliance issues, and the timely resolution of such issues.  Oversees the quality assurance reviews to validate the effectiveness of the business unit compliance programs.  Oversees the Community Reinvestment Act (CRA) and Home Mortgage Disclosure Act (HMDA) data integrity validation process.  Ensures that the Bank properly addresses changes in banking laws and regulations, industry trends, and best practices in consumer compliance risk management.  Ensures the development and maintenance of consumer compliance policies and procedures.  Ensures appropriate and adequate consumer compliance training for the Board, management, and employees.  Maintains strategies for satisfactory regulatory compliance examination and internal audit ratings. 
  • Oversees the Banks CRA Program.  Establishes a framework for an Outstanding rating and maintains a minimum Satisfactory rating for the company with input from senior management of lending, investment and service delivery divisions.  Prepares quarterly performance tables and an annual CRA self-assessment, which analyzes, summarizes and communicates the Banks lending, investment, and service performance relative to goals.  Prepares reports for executive management, the CRA Advisory Committee, and the Audit & Risk Committee. 
  • Promotes a robust Bank-wide compliance culture, through demonstration of compliance knowledge and experience, skillful and effective communication, development of strong internal relationships, continual development and reinforcement of compliance as a core competency, and the ability to achieve compliance while achieving corporate and business objectives.  Serves when needed as an executive subject matter expert for consumer compliance and CRA.  Provides compliance support and guidance to the Bank, including but not limited to compliance support related to the Bank's new or changed products or services, marketing materials, and forms and notices.  Leads or participates in compliance meetings, working groups, and taskforces.  Consults with legal counsel, regulatory agencies, vendors and compliance organizations, as needed.  Incorporates consideration of credit and operational risk, as appropriate.  Oversees the regulatory compliance examinations and audits, including exam/audit preparation and exam/audit management.  Develops written responses to any actual or potential issues or findings.
  • Leads and manages the consumer compliance and CRA team, including staffing, compensation, performance management, training and development, succession planning, and affirmative action.  Inspires engagement within the team and partnerships with other business units.  Coordinates with the other managers in the Corporate Compliance Division to ensure the success of the overall Corporate Compliance Program (which includes consumer compliance, fair banking compliance, Bank Secrecy Act/ Anti-Money Laundering compliance, and CRA performance).
  • Prepares quarterly reports for Risk Council, Audit & Risk Committee, and the Board of Directors, on the status of the Consumer Compliance Program and of the CRA Program.  Works with executive and senior management across the Bank to ensure an effective and successful Consumer Compliance Program and CRA Program, as applicable, across all business functions of the Bank.
  • Performs all other miscellaneous responsibilities and duties as assigned.

Education:

  • Bachelors degree preferably in business or related area from an accredited institution, or equivalent business experience.

Experience: 

  • Minimum 10 - 12 years in regulatory compliance of banking laws and regulations. 
  • In addition, a minimum of 3 - 5 years of supervisory/management experience, or equivalent is required.

Technical Skills: 

  • Demonstrated proficiency and expertise with personal computers and Microsoft applications (Outlook, Word, Excel, Access, and PowerPoint) or similar software. 
  • Knowledge of or ability to use Bank software and systems.

Other Job Qualifications:

  • Demonstrated verbal and written communication skills. 
  • Must be analytical, detail oriented, organized. 
  • Must be a self-starter, able to prioritize work and achieve the required objective in a timely manner. 
  • Requires minimal supervision. 
  • Must be flexible, able to work on multiple projects that may require restructuring due to demands, unforeseen events and changing priorities.
  • Project oriented and able to work independently in an unstructured environment.
  • Able to work flexible hours including holidays, weekends and evenings as needed or assigned.  
  • Must be able to provide own transportation or to operate a vehicle with a valid drivers license, and ability to commute and arrive at intended destination in a timely manner and/or as required. 
  • Travels by air as required.
